Paraguay Temporary Residency (The Standard Route)
Temporary residency in Paraguay is for foreigners who wish to live in the country. It is valid for two years, allows you to work legally, and can lead to permanent residency and Paraguayan citizenship upon meeting additional requirements.

- 8. These documents must also be legalized and translated into Spanish. If they are already in Spanish, translation is not necessary. Please note that all translations must be done in Paraguay by a certified translator.
All certificates must be apostilled in your home country or legalized before the Paraguayan consulate in the home country or country of residence for the last three years. Likewise, once these documents have been gathered, we request that you send us a scanned copy beforehand so that we can verify their validity and manage the copies and authentications there.
The criminal record certificate and the passport must be valid at the time of the visit to the country.
Documents in a foreign language must be translated by a public translator registered by the Supreme Court of Justice of Paraguay or a public translator from the country of origin; in the latter case, the translated version of the foreign document must be apostilled or legalized according to the requirements.
Documents in Portuguese issued in Brazil do not need to be translated.

Yes! The National Directorate of Migration will grant a Certificate of Precarious Residence to the foreigner who has applied to temporary residency until the procedure is complete. The Precarious Residence Certificate will be granted only once and will be valid for 90 (ninety) calendar days. The Precarious Residence Certificate will enable its holders, during its period of validity, to stay, leave and re-enter the national territory. You may also work, run a business, and study while holding the Precarious Residency.
Paraguayan Permanent Residency Options
For those interested in applying for permanent residency, it is required to reside in Paraguay for two years through temporary residency. Conveniently, Paraguay’s temporary residency is granted for a period of up to 2 (two) years, extendable for the same period.
However, foreigners who can reliably demonstrate the realization of investments in Paraguay are exempt from the two-year residency requirement, qualifying them for permanent residency, given that the other general conditions are satisfied.
Likewise, foreign relatives of Paraguayan nationals (spouse, children, and grandchildren (up to the age of 18)) and citizens of MERCOSUR countries are exempt from the prerequisite of obtaining temporary residence in order to obtain permanent residence. Meaning, they may apply for a permanent residency directly without residing in Paraguay for two years!

Permanent residency is the authorization granted to the foreigner to live permanently in the country. This type of residency gives access to obtaining the Paraguayan identity card (ID card). The permanent residence card and the Paraguayan identity card must be renewed every 10 (ten) years.
Paraguay Investor Pass (Golden Visa)
The Paraguay Investor Pass is a government program that allows foreign investors to obtain permanent residency from day one through qualifying investments, waiving the traditional two-year temporary residence requirement. Eligible applicants may invest USD 150,000 in approved tourism projects with a business plan and technical follow-up or invest USD 200,000 in Paraguayan real estate or the local stock market, without obligation to generate jobs or manage a business, on the condition of maintaining the investment for a minimum of two years. Unlike the SUACE investor program, there is no requirement to hire Paraguayan employees.
The program aims to speed up and simplify the immigration process by tying residency directly to investment and employing a simplified, largely digital application process. As a rule, only the national identity card (cédula) requires you to be physically present in Paraguay. The process is supported by a single-window system that integrates immigration, tax, and identification processes.
Investors can also benefit from Paraguay’s favorable tax environment and enjoy an 8% tax on business dividends for qualifying residents. They may also be eligible to apply for Paraguayan citizenship after three years, subject to the applicable legal requirements.
Paraguay Investor Permanent Residency (SUACE)
Foreign investors can apply for permanent residency in Paraguay directly, without obtaining temporary residency.
To qualify, the investor must obtain a Foreign Investor Certificate from the Ministry of Industry and Commerce (MIC) through SUACE, where a specific investment project must be approved by the Ministry of Industry and Commerce (MIC).
Key requirements:
- Invest at least USD 70,000 (or the equivalent in guaraníes) in industry, commerce, or services.
- Create at least 5 formal direct jobs.
- Submit and obtain approval for a business plan.
The business plan must include:
- The investment schedule, which must be completed within 24 months;
- The ISIC activity code;
- Proof of financial capacity.
The Foreign Investor Certificate is the official document that allows the investor to apply for permanent residency and begin the company formation process.
Applying for a Paraguayan Investment has several benefits, including:

Temporary Vs. Investor Residency Processing Timeline Comparison:
Processing typically requires 3 visits to Paraguay, residence in the country, or staying ~4-5 months until the full completion of the process:
1. Residence Submission (Trip 1): You must travel to Asunción for approximately 7 working days (SUACE) or 2 working days (Temporary/Ordinary Pathway) to handle the filings at the Migration Office and National Police.
Processing Time: The Residence Card takes approx 90 days (ordinary) or 15-20 days (SUACE, after MIC approval).
2. Cédula (ID Card) Application (Trip 2): Once the residency is approved, apply for the Paraguayan ID (Cédula) (fingerprints and photo will be taken).
Processing Time: Approx. 45 to 60 business days.
3. Collect ID at the Federal Police and finalize tax registration
The third visit is to collect the Paraguayan ID (in-person mandatory) and process the Paraguayan Tax ID,

Total process (including staying inside the country and waiting): ~4–5 months.
Processing the temporary residence card takes approximately 90 (ninety) business days, counted from the submission of the application.
After obtaining the temporary residence card, the foreigner can apply for the Paraguayan identity card (Cédula) at the Department of Identification of the National Police. It takes approximately 45 (forty-five) working days, counted from the submission of the application.
Once you have the Paraguayan identity card (Cédula), you can register in the RUC (Single Taxpayer Registry). Obtaining the Tax ID (RUC) takes approximately 5 (five) business days.
Paraguayan Tax ID - RUC (Single Taxpayer Registry)
After obtaining Paraguayan Temporary or Permanent Residency and, consequently, a Cédula, you can apply for a Tax Residence Certificate (Proof of RUC) and receive a Paraguayan Tax ID (RUC).
