Paraguay Temporary Residency (The Ordinary Route)

Temporary residence in Paraguay is for foreigners who wish to live in the country. It is valid for two years, allows you to work legally, and can lead to permanent residency and Paraguayan citizenship, consequently. 

Key Advantages of Paraguayan Temporary Residency

         Obtain the Paraguayan ID (Cédula), obtain a Tax ID (RUC), and be shareholders/directors of your Paraguayan company.

 Open bank accounts, own property, and/or incorporate a domestic company (SA, SRL, or EAS) simultaneously while the temporary residence is being processed, to establish ties to the country for citizenship purposes. 

 Low physical presence requirement, you can stay as little as 1 day per year to maintain temporary residency. 

 For permanent residents, you can stay only 1 day every 3 years to maintain permanent residency. 

But to apply for Paraguayan citizenship, you must physically reside in the country for at least 9 months per year.

Documents Required:

 Valid passport (minimum 6 months before expiration) – translated if applicable.

1.  Tourist visa (obtained at a Paraguayan Embassy)

2.  Criminal record check for the last 3 years (from age 14+) – apostilled and translated.

3.   Birth certificate – apostilled and translated.

4.   Marriage certificate (if applicable) – apostilled and translated.

5.   Name change certificate (if applicable) – apostilled and translated.

6.   Divorce decree (if applicable) – apostilled and translated. If legally separated but not divorced, you must indicate your marital status as separated on the application form and provide a copy of the separation agreement or a court order confirming your legal separation.

These documents must also be legalized and translated into Spanish. If they are already in Spanish, translation is not necessary. Please note that all translations must be done in Paraguay by a certified translator.

To apply for temporary residency, the applicants must be physically present in Paraguay. To open a bank account in Paraguay, you must also be physically present in the country.

Visa-Required Nationals – Invitation Letter and Consular Visa Processing

If you are a citizen of a visa-required country, you may need to obtain a Consular Visa before traveling to Paraguay. In such cases, personal appearance at a Paraguayan Embassy or Consulate is mandatory.

A legalized and/or registered Invitation Letter (Carta de Invitación) at Paraguay’s Ministry of Foreign Affairs, issued by a resident individual or registered entity in Paraguay, is strictly required. Permanent Residency for Temporary Residents – Change of category to permanent residency after two years of temporary residence

Fast-Track Permanent Residency – SUACE Investor Category

If you invest USD 70,000 (real estate, operating business, or equity participation in domestic companies) in Paraguay and hire at least 5 local workers, you can skip temporary residency and apply directly for permanent residency through the Ministry of Industry and Commerce under SUACE (Ley N° 4986/2013), by exception, without first applying for temporary residence.

Before filing for Permanent Residency, the applicant must submit a Business Plan to the SUACE office. This adds an extra Bureaucratic layer where a specific investment project must be approved by the Ministry of Industry and Commerce (MIC).

Immediate access to permanent residency (valid for 10 years, renewable). 

Obtain a Paraguayan ID (Cédula), and obtain a Tax ID (RUC).

Required documents:

Consular Visa (for visa-required nationalities).
Proof of investment (economic solvency) (e.g., bank statement, asset titles)

Birth certificate, marital status, criminal record (apostilled)

Processing Timeline Comparison:

Processing typically requires 3 visits to Paraguay or residing in the country (~ 4–5 months):

           1. Residence Submission (Trip 1): You must travel to Asunción for approximately 7 working days (SUACE) or 2 working days (Temporary/Ordinary Pathway) to handle the filings at the National Police and Migration Office.

                        Processing Time: The Residence Card takes approx 90 days (Ordinary) or 15-20 days (SUACE, after MIC approval).

2. Cédula ID Application (Trip 2): Once the Residency is approved, apply for the Paraguayan ID (Cédula) (fingerprints and photo will be taken).

                        Processing Time: Approx. 45 to 60 business days.

3. Collect ID at the Federal Police and finalize tax registration 

The third visit is to collect the Paraguayan ID (in-person mandatory) and process the Paraguayan Tax ID, 3 working days in the country, 10 days of waiting for the tax ID.

Total process (including in-country stay and waiting): ~4–5 months. 

Paraguayan Tax ID - RUC (Single Taxpayer Registry)

After obtaining Paraguayan Temporary or Permanent Residency and, consequently, a Cédula, you can apply for a Tax Residence Certificate (Proof of RUC) and obtain a Paraguayan Tax ID (RUC). 

These allow you to open bank accounts, access credit lines, and establish business operations in Paraguay.

Simplified Joint Stock Company (EAS)

Requirements:

A legal representative with a Paraguayan ID (Cédula) is required for company incorporation (this can be one of the partners or a hired representative).

To become your own company’s legal representative, you first need a Paraguayan ID (Cédula), then a tax ID. For tax residency, you need temporary/permanent residency, a Cédula, and a tax ID, with the final step being the issuance of your tax residency certificate.

Paraguay Citizenship

According to the Paraguayan Constitution, to apply for Paraguayan citizenship (by naturalization, art. 148), you must have legal residence in Paraguay for at least 3 years (radicación mínima de 3 años en territorio nacional), be of legal age, demonstrate your ties to the country, such as running a company in Paraguay, and good conduct, as defined by law.

No. During the temporary residency period, there is no minimum stay requirement in Paraguay. However, residents must enter the country at least once per year to maintain or activate their temporary residency status.

It is important to note that time spent under temporary residency does not count toward eligibility for Paraguayan citizenship.

Temporary residents must physically enter Paraguay at least once every 12 months to keep their residency active.

Failure to do so may result in loss or cancellation of temporary residency status.


 

No. Temporary residency does not count toward the naturalization period required for Paraguayan citizenship. Only time spent under permanent residency is considered for citizenship eligibility.

If a permanent resident intends to apply for citizenship, they must demonstrate habitual residence in Paraguay.

In practice, this generally requires approximately 9 months of physical presence in the country, or at least more than 6 months per year, depending on the individual case and the assessment of the authorities.

This level of presence helps establish genuine ties and residence in Paraguay, which is required for citizenship applications. Applicants must demonstrate genuine habitual residence in Paraguay, which generally means spending the majority of the year in the country during the three-year permanent residency period prior to applying.

A permanent resident may apply for Paraguayan citizenship after three years of permanent residency, provided they can demonstrate habitual residence and integration into the country.

If there is no intention to pursue citizenship, Paraguay is considered one of the most flexible countries in terms of maintaining legal residency.

Permanent residents are not required to live in the country continuously as long as they enter the country once every three years.

Once permanent residency is granted, the holder must enter Paraguay at least once every three years in order to maintain the residency status.

This requirement is significantly more flexible than the rules for temporary residency.

There are two main processing options for obtaining temporary residency in Paraguay:

  1. Short 3-day-visit with prior preparation

  2. Extended 4- to 6-month stay with in-country processing

Both options are legally valid, but they differ in processing timeline, preparation requirements, and physical presence in Paraguay.

The first option allows applicants to stay in Paraguay for only a short period, typically around three days in Asunción.

During this visit:

  • You will sign the necessary legal documents.

  • A Power of Attorney will be granted to our legal representatives.

  • Required filings and applications will be initiated.

After that, you are free to leave Paraguay, and our team will continue the process on your behalf. Once the residency card and documents are ready, they can be shipped to your home country via DHL or another international courier service.

However, this option requires careful preparation before traveling to Paraguay, including collecting and legalizing the required documents in advance.

The second option involves remaining physically present in Paraguay for approximately four to six months.

Under this option:

  • You will personally attend each stage of the process.

  • Our representatives in Asunción will accompany you to all required appointments.

  • You will collect and prepare the necessary documents gradually while staying in the country.

This option allows for more flexibility in preparing documents locally, but it requires a longer physical presence in Paraguay.

For most applicants, the short-visit option is faster and more convenient, provided that all documents are properly prepared and legalized before traveling to Paraguay.

The extended-stay option may be preferable for individuals who:

  • Prefer to handle the process personally, or

  • Do not have all documents ready before traveling and need time to prepare them while in Paraguay.
